According to a dispatch following the cabinet meeting on October 3, the Kenyan government claims that it reversed the GMO ban after taking into account things like the Kenya National Biosafety Authority's (NBA) guidelines, the need to adapt to climate change and a reduction in reliance on rain-fed agriculture. The Kenyan government repealed a ban on the commercialization of Bacillus thuringiensis (Bt) cotton, a GM cotton type resistant to the destructive insect pest known as the African bollworm, during the same cabinet meeting. Following the lifting of the prohibition, President William Ruto tweeted: "We are implementing innovative and new farming solutions that will assure early maturity and higher food production to protect millions of Kenyans from recurrent starvation." Johnson Sakaja, a candidate for governor of Nairobi, claims that if he wins, he would partition Nairobi into boroughs similar to New York City in the US.

"I will further decentralize Nairobi's management to bring services closer to the people. To address the unique requirements of each area of the city, I will establish 4 boroughs and select city administrators for each. Kenya will operate once Nairobi does, he claimed. According to his declaration, he would personally pick city managers to lead each of the four boroughs, East, West, North, and South. 
 
The Bronx, Brooklyn, Manhattan, Queens, and Staten Island are each represented by a borough president, together with Staten Island. While the Mayor is in charge of the city's executive tasks, the New York City Council is in charge of its legislative duties.

The borough presidents have budgets(Recurrent Exp), choose the members of the advisory community boards(Recurrent Exp) in the city's many areas, and serve largely as spokespeople, advocates, and ceremonial leaders for their boroughs. At order to make conducting business easier, Sakaja simultaneously promised to make sure that all services provided by City Hall are likewise provided in the 17 Sub-county offices and online.

"Nairobi will succeed if we decrease expectations for accountability and delivery and make sure that the necessary resources are available", he continued. The Urban Areas and Cities Act, 2011, enables county governments to divide their jurisdictions into separate administrative units and designate City or Municipal Managers to oversee each unit.

I believe that Nairobi has already been partitioned. What's left are coordination's efficacy and efficiency. No further representational layer is required. Governor, Senator, Women Representative, Members of Parliament, and County Assembly Members are given direct mandates and other indirect representation at different levels. Which group of individuals is excluded from what our Constitution's architects intended? Service delivery is hampered by the overlap of responsibilities across several government agencies. We think back to the court case between the Directors of Criminal Investigation and Public Prosecution to decide who should sign the charge sheet. Really? It is simply attired in a suit!
